Pastiche and parody - the video has some aspects of music video but seems to be a parody of music videos of the time which were often upbeat and happy whereas ghost town was gloomy and featured an empty city setting.
Mixing of low and high cultures - they use the popular music genre of ska to make political statements.
Confusion of time and space - whole thing is set in a small car driving around aimlessly for an unknown period of time

I believe Lil Nas X wanted to challenge traditional stereotypes of masculinity and within music as he was creating music within a genre which is dominated by white men while also subverting from the genres conventions by creating a parody of a classic western and mixing in hip hop music video conventions to create a new hybrid genre.
